The priorities for strengthening the role of state institutions are identified, and the institutional determinants of enhancing economic security, financial stability, entrepreneurship development, digital transformation, real-sector performance, and human-capital reproduction in wartime and post-war periods are outlined. A comprehensive set of measures is substantiated to reinforce resilience and create conditions for effective recovery in the entrepreneurial, investment, monetary, fiscal, and debt spheres, as well as within the economic security system. Scientific and practical foundations of state policy aimed at structural and institutional transformations in industry and the agrarian sector are developed. An integrated package of institutional solutions is proposed to support human capital resilience and socio-economic development throughout wartime and postwar recovery. This includes the institutialization of flexible employment formats, digitalization of social services, implementation of a risk-oriented model of social policy, development of the “silver economy,” stimulation of professional mobility, reform of the rehabilitation system, establishment of a partnership-based veteran policy, improved interagency coordination and digital registry integration, and new mechanisms for engaging the Ukrainian diaspora’s intellectual and financial potential in human-capital recovery initiatives.
