The research focused on the interaction between public authorities, human rights and public interests during periods of transformation and martial law. The constitutional foundations of state-building, current Ukrainian legislation, the case law of the Constitutional Court of Ukraine and the European Court of Human Rights, as well as international human rights standards were analyzed. Particular attention was paid to balancing state security functions and the protection of human rights and fundamental freedoms. As a result, the main trends in the development of the national legal protection system were identified, existing problems were outlined, and possible directions for improving legal regulation were proposed. The obtained results have both scientific and practical value and are used in the educational process. They may be of interest to researchers, students and the general public concerned with issues of state-building and human rights protection.
