The existing regulatory and legal framework of land management is characterized by the fragmentation of cadastral and urban planning information, the archaic nature of land management procedures and the lack of effective mechanisms for preventive control of the concentration of agricultural land, which significantly reduces the efficiency of land management. The object of the study is the system of regulatory and legal regulation of land relations in Ukraine in the context of European integration. It has been established that the influence of EU law covers the requirements of the Common Agricultural Policy on the harmonization of cadastral systems and the implementation of the Land Parcel Identification System (LPIS), the provisions of environmental directives on the integration of environmental restrictions into land use regimes, as well as the principles of forming the Natura 2000 network. Conceptual principles of innovative models of legal regulation covering three levels have been developed: instrumental - based on multi-purpose land consolidation as a strategic tool for spatial development; institutional-digital – through the creation of an integrated information and legal hub based on the INSPIRE Directive; market-legal – through the introduction of a system of preventive control of land concentration. It is substantiated that overcoming systemic dysfunctions requires not specific legislative changes, but a comprehensive structural reform that will ensure the functional compliance of national land management with EU standards and promote the sustainable development of rural areas.
