Dorosh, Доктор економічних наук Registration Date 07-04-2026 Organization Institut of Land Use NAAS Ukraine popup.description1 The project aims to develop theoretical foundations and science-based methodological recommendations for improving the institutional framework of land management in the context of Ukraine's European integration. popup.description2 The institutional environment for land management development in Ukraine is undergoing significant transformation in the context of European integration and systemic instability, which necessitates the development of a toolkit for institutional changes aimed at implementing the EU acquis into land legislation. It has been proven that the introduction of geographic information systems (GIS), remote sensing technologies (RS), digital 3D cadastral models and blockchain technologies is a mandatory prerequisite for such changes, since technological modernization performs a system-forming function of transforming administrative, legal and economic institutions in accordance with EU standards. At the same time, modern land management is evolving from a purely technical cadastral procedure to a complex spatial and ecologically integrated management of territories. The need for a comprehensive transformation of the legislative and regulatory framework for the implementation of the provisions of the INSPIRE Directive and Directive (EU) 2021/2115 is substantiated, and a system of environmental and economic criteria for land use sustainability in accordance with GAEC requirements is formulated. The impact of the legal regime of martial law on land management is separately disclosed and institutional sustainability strategies are substantiated – ensuring digital continuity of GIS and forming a methodological basis for assessing damage and planning post-war restoration of territories. The implementation of the proposed toolkit involves the introduction of regulatory review as a basic mechanism for institutional changes, the creation of an interdepartmental coordination structure and the use of Twinning and TAIEX instruments, which together ensure acquis compliance and the transformation of land management into a full-fledged tool for the spatial development of Ukraine.
