The method of research is the analysis of approaches to creating modern programming technologies, processes, method and means of their constructing. The main result is the methodology of creating new specialized programming technologies. This result contains: typical metatechnological process of constructing SPT from technological objects, represented in knowledge bases; methods of carrying out stages of metaprocess; the scale of metatechnological models of representing a typical metatechnological process, SPT and its components, technological objects in knowledge bases; concepts of architecture of metatechnological system of automated constructing SPT. This methodology has been developed for the first time and is a constituent part of theoretical basis of metatechnology - a new trend in the sphere of programming. The domain of application the results of this work is the sphere of developing SPT and automa tized systems of applied software designing. Economic efficiency consists in reducing terms of development, minimizing the cost and improving the quality both SPT and software.
