The purpose of work is models, methods and creation tools development of a functioning planning and control system of industrial subdivisions in a structure of a uniform interconnected forecast and exact planning system (UIFEPS) for the small-series type manufacturies at a period of transition to a market economy. In the basis of the work lays a new direction in the theory of combinatorial optimization, which results in determination of statistically valuable conditions for the polinomial decision of the combinatorial problems from the class of intractable. Three-level model of a UIFEPS, taking into account following optimization criterias, is developed: profit maximization; fulfilment of the orders in given term; minimization of the manufacturing products cost; capacities load maximization; minimization of uncompleted manufacture volume. Problems of industrial program development for the enterprise at a stage of formation a portfolio of the orders by the enterprise manager in view of various profit maximization criteria are resolved. Algorithm maintenance of industrial program agreed distribution by divisions and intervals of a scheduled period is developed. Models, effective algorithms to resolve manufactory divisions functioning planning problems are developed. The mathematical, algorithmic maintenance and software of UIFEPS is developed. The area of use includes small-series type enterprises of different economics areas inside an automated working place for management personnel at all levels of enterprise's CAD/CAM system hierarchy.
