This complexity, in particular, lies in that it has inherited the social organization in which all types of society management can be characterized as administrative and command. One can change this state only by means of radical reforming of the whole management system reaching such level of effectiveness which will allow to use the possibilities of Ukraine in full strength, as well as its material capacity and social potential, to change radically the forms, methods and styles of work, to make it compatible with the tasks set students by the state. Nowadays deep economic changes are being taken place in Ukraine, the essence of which lies in the rejection from the former administrative methods of economy management and transformation to market mechanisms of its functioning and regulation. These are the core transformations of the forms of ownership and the system of the economy which form the basis of the ma rket economy. Alongside with it, political reforms consolidate the basis of democracy, stimulate the development of a civil society, accelerate the process of building of a legal state on the basis of the civil law. Progressive changes which are taking place in Ukrainian society are parallel to a system crisis which the society is surviving as a result of necessary changes in its social, political, economic and spiritual spheres. In connection with it, the contradiction and instability of social development is being strengthened, disfunctions in the structures and chains of society management, politics, economy and culture arise. One of the most important factors and manifestations of a social crisis in Ukrainian transitional society is imperfection of the theory and practice of home management. It is this management crisis which manifests inadequacy of management to the requirements of time, characteristic peculiarities of society which transforms and prevents the realization of aspiration of Ukraine to occupy a decent place in the European community.
