The method of expert interrogation and practical experience of administrative structures of Kiev - capital of Ukraine was used with the help inquirer, and also Constitution of Ukraine, Law of Ukraine, European charter of local self-management. For the first time, in view of principles European charter of local self-management, the questions of management of city - capital were considered, the attitudes of different levels of authority and local self-management are analysed, the offers and recommendations for their improvement are developed. The results of work are made out as the answers to 36 questions inquirer in Ukrainian and English languages. The research of management of metropolitan city is carried out and the recommendations for his improvement are developed. The practical recommendations will be used during preparation for realization of a Conference on management of metropol itan cities of Europe, can be useful to legislative bodies of Ukraine during the further improvement of legislative base of local self-management, and also all levels of the executive authority in city Kiev during improvement of structure of horizontal and vertical communications in capital.
