The project of State documentation standard for State calibration scheme for electrical power and power factor measurement means is elaborated. The electrical power comparator, attested in PTB, Germany, is introduced into the standard compo- sition. It allows to improve the metrological and operating characteristics of the standard. The programm of the State metrological attestation is developed. The investigations of the metrological characteristics of the standard under condition of electrical power measurement are performed.
