Objective: development and implementation of effective forms of PHC management. Methods: content analysis, expert evaluation, historical and analytical. The authors have provided content analysis of PHC legislative basis in the country and legislative provision of all managerial levels in health care system. They analysed PHC financing and mechanisms of payments to PHC workers in Ukraine and foreign countries, PHC status in Ukraine and ways of its improvement on the basis of FM. History of FM revival in Ukraine was described. In order to improve intersectoral collaboration in Ukrainian health care system the Coordinating committee attached to Lviv Regional State Administration was organised, its program for implementation of WHO European Office strategy "Health for all in the 21st century" was elaborated. The authors have given projects of Medical Code of Ukraine and Statute of an family doctor/general practitioner ambulatory. Transition to personal financing of ambulatory and policlinics with elements of funholding and measures for reconfiguration of PHC in Ukraine were proposed.
