The aim of the research is systematic study of the speech in Roman and German languages, the description of its qualities among up - to-date achievements in the sphere of pragmalinguistics, social linguistics, stylistics, cognitive linguistics and in the combination of the received knowledge with the pedagogical theories of teaching to communicate in foreign languages. The methods of the research are systematic description, typological comparison of the language systems, speech act, conceptual analysis. The results of the scientific research we summarized the statement about speech as a synergetic system in terms of cognitive-, social- and psycholinguistics.
