The purpose of this work is to develop the regulatory documents setting forth the guidelines on interconnection of the PSTN and data transmission networks, on interworking between operators of these networks and the PSTN requirements for the data transmission network, which are applied for the speech signals transmission, as well as guidelines on prevention of the non-authorized provision of the toll and rural communication services. The result of the research and scientific work is the regulatory provision of the PSTN operators interworking and data transmission network for handling speech traffic, for traffic transmission, for specifying speech information quality ratings at the gateway points, for definition of the subscriber identification procedures within the networks, for preventing non-authorized provision of toll and rural telephone communication inUkraine. The implementation of research and scientific work will allow to introduce the internetworking mechanism between PSTN and data transmission network, to protect the network providers against non-authorized actions of the providers which have no authorization for providing the telephone communication services in Ukraine.
