The purpose of the research is methodics working out. The methodics is connected with district IFD foundation directed to products of enterprises for economic proper purpose, objects of VA, immovable monument of town building, architecture and history, mobile history cultural monument of Kharkov October district to improve the efficiency in managerial actions of district council in case of extreme situations on the territory of a big city. It also includes the acceptance of appropriate decisions connected with ifs population protection and getting practical experience on IFD foundation in a district of an industrial city, as a part of UkraineIFD. The results of research are the following: enumeration of district enterprises which produce prior products of economic purpose is developed; products are analysed according their priority in conditions of extreme situations of peace time; enumeration of objects VA of these enterprises in given; enumeration of power subdivision of district VA is worked out; enumeration of documentation necessary and sufficient for production reconstruction and its VA is determined; enumeration of documentation on the objects of power subdivision of district VA; enumeration of immovable monument is given; enterprises, organization - developer and documentation holders are determined; the documentation condition of its conformity to managerial normative documents in system of insurance fund is researched.
