The morphological dictionary-reference book creation model is worked out. Two groups of methodological facilities are distinguished in model structure, namely, methodology of state-administrative activity and research methodology in "Public Administration" science domain. Each group uncludes a number of methodological facilities forms - rules, methodological principles, approaches, procedures, algorithms, methods, techniques, criteria, norms, standards. The basis of methodological facilities elaboration is a theoretical knowledges in the form of a scientific theories, models, laws, theoretical conceptions etc. Therefore, forms of such knowledges is included also in the morphological dictionary-reference book creation model. According to model, descriptions of theoretical knowledges and methodological facilities are preliminarily distinguished and systematized. The manuscripts of appropriative vocabulary articles are prepared. An aggregate of this articles constitutes an intermediate dictionary-reference book variant.
