It is carried out generalization and systematization of proper experience in relation to reform of executive, administratively-territorial division, local self-government and decentralization. It is exposed, that in general administrative reform in Hungary, Poland, Czechia and Slovakia was subjected to requirements of EU-accession, and its key moment was decentralization. Generally, the reform prove to be effective with EU-integration point of view, largely thanks to clear understanding of it as providing activity with relation to social transformations. In Russian Federation basic efforts were concentrated on maintenance of administrative capacity of federal level while decentralization.
