Object of research - enterprise quadrant of economics of city. During fulfilment of activity are conducted: the analysis of parameters of development of small business in Kiev, in Ukraine and abroad; the analysis of unsolved problems of the Kiev urban development program of small business for 2003-2004 years; the assembly, analysis and systematization of the proposals from the potential initiators of the Program, and also remark tangent conformity them to the current legislation. Novelty of activity - structuring of a support system of business in Kiev, definition of pathes of optimization of permissble procedures during undertaking and realization of enterprise activity. The outcomes of activity will be used by Headquarters of the Kiev urban state administration for organization of activity on regulation and support of business5635
