Aim of research is development of theoretical, methodological, and organizational approaches in terms of keeping control of efficient local budget expenditures and general trends in local budgets usage efficiency increase: development of methodological approaches and recommendations directed at budgetary relations development: of scientific and methodological bases of commercial bank strategic management. Methods of research are the dialectic method, principle of logical and systematical analysis and synthesis; formalization, economics and mathematics modeling, statistics analysis and finance analysis methods. Results of the research under consideration concerning the role of local budget in financial transformations in Ukraine, the ways of improving the system of control of local budget expenditure efficiency usage have theoretical and practical value for providing theefficiency of local Ukrainian budget functioning, creating optimal state financial control system, developing and introducing its new form - efficiency audit. Developed proposals as for optimization budgetary relation system provide the opportunity to improve budget planning taking into account different kinds of regional financial support and recommendations on efficiency assesment of budget transfers usage.
