During fulfilment of activity the researches and analysis of methods of forecasting of the incomes and consumptions of the budget are conducted. The technique of definition of an indispensable volume of the loan of the budget, conditioned by a deficit, and need of refunding of the obligations is designed. The yardsticks of an estimation of debt load on the urban budget are determined.
