Results and their implementation: - specific displays of contradictions of the economic country system (with the taking into account the phases of cyclic-wave dynamics; - conceptual blocks are offered of government control of innovative processes in the conditions of mnogoukladnoy economy; - outer and inner planned pre-conditions of activation of enterprise innovative activity, which will allow to expose a vector and dynamics of scientific and technical potential of Ukraine are singled out; - a structural-logical chart of government control of energy providing is offered and the recommendations on perfection of mechanism and methods of management by energy efficiency are grounded; - the management by the liquidating risks of projects of the real investments on different stages of their lifecycle is offered; - conceptual bases of economic mechanism of potential adjusting of AIC are developed; - factors, which restrain growth of economic efficiency of basic industries of social infrastructure are exposed. Degree of introduction: the offered recommendations deepen the theoretical knowledge in the field of government control of resource- and energy saving, scientific and productional complex and social infrastructure; conceptual approaches and methodological recommendations will extend a methodological tool for the indicative planning of activation of enterprise innovative activity.
