The studies are based on unification methods and modular approach of systems formation. The purpose of research work is to provide correspondence of the level of competence of the specialists of National system of certification UkrSEPRO to the european requirements by implementation of the effective tool of personnel certification and revision of the national normative documents, containing qualifying requirements to the auditors on certification. The theoretical result of the work is development of methodology of creation of personnel certification system and practical result will be direct creation of personnel certification system in the field of conformity acknowledgement in the framework of National system of certification UkrSEPRO. The results of the research work will be introduced by the body on personnel certification of Ukrmetrteststandard in the activity of National system of certification UkrSEPRO concerning conformity acknowledgement of personnel.
