Their advantages and lacks are revealed, offers on use of positive experience are developed at distribution of taxes between levels of budgetary system of Ukraine. It is proved, that distribution of incomes between state and local budgets of different levels should be based on criteria of stability, economic efficiency, territorial mobility and uniformity of accommodation of tax base, social justice and budgetary conformity. Thus distribution of incomes is necessary for carrying out according to differentiation of functional powers on the basis of a cost estimation of granting of public services.
