A purpose of work is providing of transition of housing economy of Kyiv to the stable functioning and effective development, to able to satisfy the necessities of habitants in the economic accessible housings public utilities of the proper quality. During conducting research is carried out: comparative analysis of the existent systems of norms of time and norms of service, related to cleaning up and maintenance of houses with adjoining territories in towns Kyiv and Moscow; analysis of constituents of cost one resulted square the meter of territory which cleans up and specific gravity of every constituent in a total worth. The technological card of organization of labour of worker is developed from the complex cleaning up and maintenance of houses with adjoining territories in Kyiv. Basis tasks are certain within the framework of sphere of transformations of housing economy of Kyiv, that foreseen the Complex program of reformation and development of housing economy of Kyiv on a period to 2010 year. The system of complex indicators of transformations is developed after basic directions of reformation of housing economy and their working out in detail is carried out. Existent legal terms and organizational measures are analysed on creation of uniting the joint owners of apatment houses, and also suggestions are developed in relation to the improvement of theri functioning.
