Goal: to develop system of the mass dosimetry monitoring for population of RCT and the LAC with the use of the Whole Body Counters (WBC) on the basis of audit of the modern condition of the estimation of internal doses. Methods: dosimetry (instrumental and estimated), statistical, questionnaire. Analysis of the evolution of the equipment-methodological and metrological base of WBC-measurements and a condition of available system of dosimetry monitoring was performd. It is suggested to carry out the conversion from mass radiation monitoring to the directed monitoring of "flexible reaction". The three-level system of monitoring of an internal irradiation of the population of Ukraine is developed, based on the use of three classes of WBC - exclusive, operative and indicating which realize a method of direct measurements and allow to carry out mass and expert (exclusive) measurements.
