The purpose of work is preparation of documents for realization of the external borrowings a city, and also development of recommendations in relation to implementation of the budgetary programs in establishments and industries of city economy. The methods of economic and statistical analysis, generalization, analysis of the systems of the economic and administrative phenomena and processes were used. Documents are developed for ratings agencies and for boulevard of emissions during realization of the external borrowings, including Memorandum of Kiev and materials about social and economic position of city. Analytical materials are prepared about the estimation of effectiveness of the use of budgetary facilities during realization of the budgetary programs, in particular, in the spheres of providing social services and transport services.
