The method of analysis of the systems was used on the basis of these organs of statistics, structural subdivisions of city state administration, establishments and organizations of city. The analysis of dynamics of growth of resources and charges of habitants of city is conducted. The division of population after the categories of profitableness is conducted. Comparison of profits and charges is carried out. Developed recommendation about possibility of compensation the population of charges of housings and communal organizations.
