Research was based on the documentary analysis and interviews on national and regional levels (Kyiv, Odessa, L'viv), in particular, 130 stakeholders, 188 providers and 118 clients of HIV-service organizations were interviewed. Results of research demonstrate that the Program "Overcoming the HIV/AIDS Epidemic in Ukraine" financed by the Clobal Fund to Fight AIDS, Tuberculosis and Malaria had serious impact on the elaboration (due to the settled coordination mechanisms, system of monitoring and evaluation, involving HIV-positive people in the political process) and implementation of the policy to combat HIV/AIDS (support to NGOs, access to treatment and rehabilitation and so on)/ At the same time, the impact on the epidemiological situation is prolonged, only in 2007 the slight reduction of the pace of morbidity form AIDS was observed, while the spread of infection had not been stopped.
