Research purpose: determination of institutional basis of actual enlargement policy of the European Union particularly tendencies of it's evolution in the sphere of national safety, first of all place and role of EU states-members in European integration policy in the sphere of CP in comparison with strategies and mechanisms formed by Ukraine in European integration process, perspectives of further institutionalization of theses mechanisms for safeguarding of national security. Research methods: logical, historical, analysis, synthesis, statistical analysis, comparison. Research results and their novelty: For the first time, it has performed: the complex analysis of public policy in the sphere of civil protection of population and territories in case of Emergencies in context of European integration of Ukraine; It has been improved: conceptual provisions and methodological approaches concerning formation and organization of functioning of public and local authorities in the sphere of civil protection in the context of State European integration policy; Further development: conceptual basis of formation of strategies and mechanisms of public administration, creation of national institutes of European integration in the sphere of Civil Protection; methods of coordination, control and harmonization of cooperation programs of Ukraine and EU-members in the field of protection of population and territories in case of Man-caused and Natural Emergencies.
