Research purpose: theoretical grounds and research of effectiveness of use of innovative techniques of teaching foreign languages and development of practical recommendations on improvement of teaching foreign languages to civil servants and local self-government officials. Research results and their novelty: available home and foreign experience of preparing civil servants and local self-government officials for professional and communicative activity has been studied, analyzed and generalized; effectiveness of the use of innovative techniques of teaching foreign languages has been explored. The following points have been grounded: application of such methods as communicative, intensive, situational, interactive at teaching foreign languages to public servants; introduction of intensive course of teaching foreign languages; introduction of innovative technologies into the teaching process: pedagogical (development of critical thought, practices of reflection; problem teaching, project, portfolio, problem-searching, interactive teaching, teaching at collaboration, role-playing); informative (Internet-resources, computer programs, distance course).
