Research purpose: theoretical substantiation and development of organizational and economic mechanisms for quality transformation of the regional authorities' information support system, taking into account their operational trends and financial opportunities. Research results and novelty: the report attempts for the first time to systemize the theoretical and practical basis of modeling information structures and processes with the help of information technologies of the local self-government. Local authorities are offered a special-purpose telecommunication system based on Web-technologies as a promising device for solving local self-government problems. The improved software has been produced to devise an informatization system for regional government, and a strategy to develop an informatization structure of a typical district council has been put forth. A conceptual basis for informatization of a typical district and an actual model for the Web-site of a public authority at the regional level have been designed and implemented.
