The aim of investigation is to develop strategic guidelines for fiscal policy development in Ukraine on the basis of system analysis of theoretical, methodological and practical aspects of its formation and realization. The methods of investigation are scientific abstraction and analogy, analysis and synthesis, dynamic comparisons, methods of statistical groupings, formal and dialectical logic, economic and mathematical methods and techniques. The results of investigation: the model of tax risk management is constructed using a systematic approach; economic and mathematical model of tax optimization in financial provision of territorial development is designed; the approach to interpretation of the concept of tax burden is developed; the recommendations for certain taxes concerning the increase of economic, investment, innovation and insurance activities of subjects of economic activity are suggested. The obtained results can be used by the Ministry of Finance of Ukraine, the State Tax Service of Ukraine for development of recommendations of legal nature concerning national fiscal policy improvement.
