The procedure is based on the measurements of reference nuclear transitions' energy using precise nuclear spectroscopy methods followed by calculation of the energies of the levels and all gamma-quants accompanying the decay of a mother nucleus using the algorithm developed by the authors. With this method, precision data on energies of levels and -transitions deexciting these levels in 191Ir and 99Tc have been obtained with the accuracy up to a few electron-volts.
