The basic stages of technology development was determined. The idea of the need to develop non-manipulative technologies of public opinion formation was put forward. The analysis of the problem of classification and reporting of socio-psychological knowledge as an essential component of the analysis and development of technologies for public opinion formation was initiated. It is shown that technological knowledge is fundamentally interdisciplinary, rather transfessional than professional.
