As a result of the third stage of the cathedral complex topic was the analysis of the transformation of political culture in the context of the establishment of a democratic political regime in Ukraine. Sociological research shows that psychological destructive potential of social protest is growing. Revealed that the main factors affecting the development of the political process, both at the regional and local level are: 1) the activities of local councils which elected on a pro rata basis; 2) the activity of political parties, civil organizations in the political process; 3) development of communications between the public and representatives of government.
