The study goal - is a scientific and methodological provision of forming an effective candidates reserve for further promotion and effective personnel management by respective authorities of the Armed Forces of Ukraine. The study methods are system analysis, sintez, method of expert evaluation, modeling method of the process management. Main results of the study: analysed the experience of the anvanced countries on the formation and use of candidates reserve; analysed the effective use of Reserve of candidates for promotion of the Armed Forces of Ukraine during decision making process on personel in branches; made propositions on improving of the process of reserve shaping on the rating principle and its use during training and decision making on personel. Proposed materials are to be realized in training process and preparation of students of National Defence University of Ukraine named after Ivan Cherniakhovskyi and further research on this science direction.
