The object of research is e-learning as a way of ensuring the accessibility and quality education and educational services in the higher military educational institutions of Ukraine. The purpose is to improve the system of military education in Ukraine by using the design technology, development and implementation of e-learning. The methods of research is the analysis of scientific and methodological source on the issues of e-learning; the analysis of the best experience of using e-learning technologies in higher institutions of Ukraine and military educational institutions of foreign countries; simulation of the design system, development and implementation of e-learning. The need for such work is due to the growing demand for e-learning coupled with the rapid increase the capabilities of telecommunication systems and new information technologies. The introduction of e-learning technologies is becoming more and more relevant. This training allows you to choose the place and time of study. Education becomes available without interruption of the official duties, at home for a long distance from the higher military educational institutions. Therefore the question of choosing e-learning system that qualify for requirements of both the students and the cadets rises. Such system becomes a mediator between the listener and the teacher, gives access to the educational materials, allows testing the assimilation of the submitted material and establishes the connection between the listener and the teachers. During working with the materials of the research work, the experience of using e-learning in leading educational institutions in Europe, North America and Asia was analyzed. The analysis of the domestic system of e-learning is conducted: the main stages of its development are determined. The organizational structure of the distance education system in Ukraine was presented. Based on the results of a comparative analysis of the development of the domestic e-learning system with the education systems of foreign countries, the main problems that prevent the introduction of this form of training in military educational institutions of Ukraine are identified.
