Обґрунтовано необхідність удосконалення міжбюджетних відносин з метою раціонального розподілу фінансових ресурсів реґіону. У роботі запропоновано нові методи та підходи до визначення інвестиційної привабливості реґіонів на підставі рейтингової оцінки фінансової складової реґіонального розвитку. Розглянуто механізм диверсифікації форм фінансової підтримки підприємств малого та середнього бізнесу. Визначено роль банківських установ у формуванні потоків фінансової інформації для концентрації фінансових ресурсів реґіону. Запропоновано механізм залучення фінансових ресурсів в реґіон через організацію муніципальних позичок та розроблено рекомендації щодо вдосконалення бюджетно-податкового механізму з метою стимулювання стабільного реґіонального розвитку. The essence, significance and main tasks of process of management of financial flows with the purpose of stimulation regional development is determined in dissertation. The necessity of improvement of the interbudget relations with the purposes of rational distribution of financial resources is justified. The estimation of investment attractiveness of regions on the basis of rating evaluation of financial component of regional development is offered in research. The mechanism of diversification of the forms of financial support for the small and medium enterprises is considered. The role of bank institutions in shaping flows of financial information for concentration of regional financial resources is determined.
