The author shows necessity of inclusion in a municipal pattern of ownership such objects as ground, natural resources, woods, water resources, that will allow to create a reliable financial, economic basis for bodies of a local government. In the article necessity of development of the Law "Аbout municipal of the property" is justified which should define a legal mode of the property of a territorial public.
