Some proposes about the system of indexes were grounded and ways of solving the given task of optimization were considered. The author consider that methodic of complex effect evaluation would help in managing the make-decision process. The model consists of two effects (ecological and energy) and criterion function, which is an intergral index of the whole activity. The balance can be founded if adaptive mechanism of ecological management is built only.
