We based on the dispersion equation which described the electron-wave processes in the amplifier working on the Smith-Parsell effect with metal-dielectric layer. The influence of the main geometric and electro-dynamic parameters of open wave-guide on the amplification coefficient is defined and electron efficiency factor is estimated.
