В якості таких критеріїв використовуються: законодавча децентралізація, адміністративна децентралізація, фінансова децентралізація і конституційні обмеження. Розглядаються обо’вязкові повноваження федерального уряду. The problems of decentralization in federations are considered in this article. The possible criterions of the extent’s definition of decentralization and centralization are analysed. In the capasity of such criterions administrative decentralization, financial decentralization and constitutional limitations are used.
