The size of penalties for contamination of environment in Ukraine does not take into account all economic and social losses of society, does not provide coverage of nature protection charges and testifies to insufficient efficiency of the system of reimbursement of losses for violation of nature protection legislation. Research of theoretical principles of conception of steady development allowed to define the concept of steady development as such at which not destroyed him natural basis, the terms of life do not result in degradation of man and socialdestructive processes do not develop to the scales which threaten safety of humanity.
