Lakatos to theory of the democracy. Hard core of this program, its positive and negative heuristics, protective belt of the defensive hypothesizes of this program were chosen and described. It is made suggestion that theory of democracy as a research program passed the peak of its development and has entered into phase of the stagnations. В статье сделана попытка применить аппарат теории научно-исследовательских программ, разработанный И. Лакатосом, к теории демократии. Выделены и описаны ядро данной программы, положительная и отрицательная эвристики, пояс защитных гипотез. Сделано предположение, что теория демократии как научно-исследовательская программа прошла пик своего развития и вступила в фазу стагнации.
