Наголошено на програмі реформ міжбюджетних відносин. The article deals with the main forms of inter-budgetary relations: budget subsidies, withdrawals, budget loans and mutual settlements. It is emphasized that more common tools for redistribution of financial resources between the branches of the budget system are transfers such as equalization grants and subventions.
