На підставі аналізу зазначених ефектів сформовано уявлення про сутність інтегрального ефекту від використання державних фінансових ресурсів. Розкрито сутність інтегрального ефекту від реалізації державних програм і проектів, що потребують використання державних фінансових ресурсів через відображення впливу соціального, організаційного, екологічного та економічного ефектів. Визначено інтегральний показник ефективності використання державних фінансових ресурсів як основний індикатор ефективності реалізації державних програм і проектів, а також можливість його використання при проведенні контролю державних фінансів в межах аудиту ефективності. Розглянуто механізм визначення інтегрального ефекту від реалізації державних цільових програм і проектів через аналіз функцій та цілей держави. Defined integral index efficiency of public financial resources as the main indicator of the effectiveness of government programs and projects , and the possibility of its use during the control of public finances within the audit efficiency.
