На основі розробленого науково-методологічного підходу оцінено ефективність реалізації державної бюджетної політики в соціальній сфері з урахуванням показників оцінки рівня та якості життя населення, сформовано матрицю неефективності державної бюджетної політики в соціальній сфері. Доведено факт існування парадоксу ефективності державної бюджетної політики в соціальній сфері та визначено його сутність, вказано основні проблеми, що зумовлюють недостатню ефективність державної бюджетної політики в соціальній сфері України, та заходи щодо їх усунення. Запропоновано науково-методичний підхід до оцінювання ефективності реалізації державних цільових програм в соціальній сфері. Обґрунтовано науково-методичні засади необхідності використання державно-приватного партнерства при реалізації бюджетної політики в соціальній сфері. This thesis studies the theoretical foundations of the state budget policy, its role in the development of social sphere. The term “state budget policy in social sphere” was defined and mechanism of formation and implementation of state budget policy in the social sphere was formalized. The effectiveness of state budget policy in the social sphere was evaluated on the basis of indicators of the level and quality of life and matrix of ineffectiveness of state budget policy in the social sphere was developed. The existence of the effectiveness paradox of state budget policy in the social sphere was proved and its essence was defined. The main problems, caused the lack of effectiveness of state budget policy in the social sphere of Ukraine, were outlined and ways to solve them were proposed. A scientific and methodical approach of evaluating of the effectiveness of state programs implementation was recommended. A scientific and methodical basis for necessity to use public-private partnership in the implementation of state budget policy in the social sphere was developed. popup.nrat_date 2025-03-24 Close
