Впровадження принципів соціальної відповідальності виступає чинником подальшого розвитку та набуває першочергового значення при вирішенні цілого ряду соціальних проблем. За сучасних умов серед усіх джерел фінансування соціально-культурної сфери України провідне місце належить саме бюджетній системі. При цьому фінансування соціальних заходів вже традиційно здійснюється за залишковим принципом. До головних проблем сьогодення належать не лише недостатні розмірі фінансування, але й відсутність ефективного механізму фінансового забезпечення галузей соціальної сфери.
