На основі синтезу методологічних підходів запропоновано метод оцінки рівня фіскальної безпеки. Спосіб включає кілька етапів. Першим кроком є ​​формування системи показників, що впливають на рівень фіскальної безпеки. Другий крок запропонованого способу включає розрахунок показників стимуляторів і стимулюючих факторів. Третій крок - обчислення інтегрального показника фіскальної безпеки. Четвертим кроком є ​​вибір країн за рівнем фіскальної безпеки на основі формули Стерджесса. У статті представлено інтегральний показник фіскальної безпеки країн ЄС та України на період 1997-2012 років вибірково. У статті перераховані загрози безпеці бюджету України та інших країн та напрямки підвищення рівня фіскальної безпеки в Україні. The article investigates the economic essence of fiscal security. Based on a synthesis of methodological approaches, the method of fiscal security assessment level is proposed. The method includes several steps. The first step is to form a system of indicators affecting on the level of fiscal security. The second step of the proposed method includes calculation of indicators stimulants and disincentives. The third step is calculating the integral indicator of the fiscal security. The forth step is selecting countries by the fiscal security level based on Sturgess's formula. The article presents the integral indicator of fiscal security of the EU countries and Ukraine for the period 1997-2012 years selectively.
