Це означає що, державний бюджет потрібно витрачати згідно законодавчих повноважень. For 10 last the the financial system of Ukraine tested plentyof changes, but some of them did not test a concretereflection in a legislation. Ukraine needs a clear legislation inrelation to the complete management of budgetary and off-budget activity mechanisms, idest clear legal and administrative framework.
