Наведено аргументацію щодо необхідності впровадження митних прототипів, які слугують орієнтиром для реформування законодавства, що регламентує сферу зовнішньої торгівлі. Охарактеризовано проект Закону України «Про Національну митну службу України», акцентовано увагу на призначенні даного законопроекту та доцільності його прийняття. Проведено дослідження міжнародного досвіду та законодавчої практики, а також можливість його застосування в діяльності органів ДФС України. The article analyzes the standards of the modernization of the bodies of the incomes and charges, namely, the bodies of the customs service. The argumentation on the necessity of introducing customs blueprints, which serve as a benchmark for the reform of the legislation regulating the sphere of foreign trade, is presented. The draft Law of Ukraine "On the National Customs Service of Ukraine" is described. The attention is focused on the appointment of this bill and the appropriateness of its adoption.
