The role of Adam Smith’s book “An Inquiry into the Nature and Causes of the Wealth of Nations” and his arguments that society has a moral obligation to ensure a decent standard of living for all people are considered related to the present course of reforms in Ukraine. It is justified that the Government of Ukraine badly needs modern tools that will effectively facilitate reforming of public administration.
